A clear vision of the Trump Doctrine for a potential second term is emerging, with American citizens’ interests taking center stage. The strategy emphasizes border security, equitable trade practices, countering Chinese influence, and avoiding prolonged military engagements. Three nations in America’s immediate vicinity – Panama, Greenland, and Canada – have become focal points of this approach.
This America-first policy emphasizes active engagement in our regional sphere, marking a departure from previous passive diplomatic approaches, particularly regarding Panama. This proactive stance contradicts critics who label Trump as isolationist.

Heritage Foundation’s Dr. James Carafano suggests a modernized Monroe Doctrine under Trump: “a new Monroe Doctrine in practice would comprise partnerships between the U.S. and like-minded nations in the region that share common goals, such as mitigating the influence of Russia, China and Iran, and stemming irregular migration. These goals would also reject the Sao Paulo Forum agenda (a confab for left leaning leaders in the Americas) and foster traditional values with regards to life, family, gender, religion and cultural issues.”
Panama’s recently elected center-right populist President José Raúl Mulino prioritizes revitalizing the Panama Canal, which faces challenges from reduced rainfall and Chinese influence. The canal’s traffic has decreased significantly, prompting China to explore alternative routes through neighboring countries.
America’s role in the Panama Canal’s operation and security is protected by treaty. The incoming Ambassador Marino Cabrera’s primary task will be fostering strong ties with President Mulino to maintain the canal’s efficiency.
Regarding Greenland, despite its Danish association, the territory gained autonomy in 2009. Chinese influence in this Arctic nation of 58,000 has sparked Trump’s interest. While Greenland’s potential relationship with America remains undefined, Trump appears open to various arrangements based on Greenlandic preferences.

Trump’s stance on Canada often carries provocative undertones, particularly regarding Prime Minister Trudeau’s leadership style. Canada’s defense spending, at 1.4% of GDP, falls short of Trump’s new 5% standard. Growing dissatisfaction with Trudeau has led some Canadians, including Dr. Jordan Peterson, to consider American alignment.
The Trump Doctrine emphasizes being an exemplary neighbor while maintaining secure borders. This extends to other regional partners like the Bahamas, where Ambassador-designate Herschel Walker will strengthen bilateral relations. The doctrine even considers potential Union membership for Taiwan, currently excluded from the UN due to Chinese pressure. This approach offers regional allies alternatives to China’s Belt and Road initiatives.
